I disagree in your interpretation. The Trump EO 13848 should be read within the context of the following:
Executive Order 13694, signed on April 1, 2015. The executive order states that there is a national emergency due to malicious cyber-enabled activities originating from outside the United States that “constitute an unusual and extraordinary threat to the national security, foreign policy, and economy of the United States.”
Section 1 of that executive order deals with blocking assets. Section 7 states that no notice has to be given in the blocking of assets under Section 1. It appears that blocking of assets has the same meaning as seizing of assets. Executive Order 13694 was not rescinded by President Trump and remains in effect. So assets can be seized without notice.
Executive Order 13757 followed on December 28, 2016. This executive order, one of Obama’s contributions to the Russia hysteria resulting from Hillary Clinton’s loss of the 2016 election. It names five Russian entities and four individual Russians that were sanctioned. The list is a token effort in that it did not affect business between the Obama regime and Russian entities that it wanted to do business with — e.g., Hunter Biden was able to be paid $3.5 million by the wife of the mayor of Moscow.
But it does have wording in it that is useful in our current circumstances. Part (ii) (E) of Section 1 of that executive order directs the seizing of assets of any persons:
… tampering with, altering, or causing a misappropriation of information with the purpose or effect of interfering with or undermining election processes or institutions[.]
Executive Order 13694 had not mentioned elections.
Part (iii) (B), Section 1 directs the seizing of assets of persons who “materially assisted, sponsored, or provided financial, material, or technological support for, or goods or services to or in support of, any activity described” in part (ii). Under Section 1, the secretary of the Treasury in consultation with the attorney general and the secretary of state determines who is complicit in electoral cyber-crimes.
In general, all persons, deemed to be guilty of election interference or persons who “materially assisted, sponsored, or provided financial, material, or technological support for, or goods or services to or in support of, any activity described” risk the loss of assets whether they be foreign nationals or domestic risk loss of assets

No, I get it! Like you, I have been reading and researching a pretty long time … well over a year, maybe as much as two. Honestly, my head is spinning! I’m fully convinced that I/we have been LIED TO our whole lives, our parents too. Not only that, but it allegedly goes back centuries. Who honestly knows? I wonder what to believe and what to call foul. I know a lot of our foods, especially fast foods and prepared foods at the grocery (such as some canned soups, canned pasta like ravioli, macaroni w/meat &sauce, etc. have been found to contain human DNA). It makes me sick. I couldn’t bare to eat these things for a while, and I’ll never eat another hamburger at ANY fast food place, but I had food in the cabinet that I couldn’t afford to throw away! Eventually, I came around. I just had to block it from my mind, pray over my food, and go on. Maybe it is, maybe it’s not, but I have to be able to lead a somewhat “normal” life and move on.
